The Evergreen Timeframes Explained
100% of Scope 3 emissions must be reported
- From April 2022: All NHS procurements include a minimum 10% net zero and social value (ESG) weighting. The Net zero and social value guidance for NHS procurement teams helps to unlock health-specific outcomes by extending PPN 06/20.
- From April 2023: for all new contracts above £5 million per annum, the NHS requires suppliers to publish a Carbon Reduction Plan for their UK Scope 1 and 2 emissions and a subset of scope 3 emissions as a minimum.
- From April 2024: The NHS has proportionately extended the Carbon Reduction Plan requirements to cover all new procurements.
- From April 2027: All suppliers will be required to publicly report targets, emissions and publish a Carbon Reduction Plan for global emissions aligned to the NHS net zero target, for all of their Scope 1, 2 and 3 emissions.
- From April 2028: New requirements will be introduced overseeing the provision of carbon foot printing for individual products supplied to the NHS.

Evergreen NHS: Carbon Emissions and Net Zero
Evergreen NHS demands all suppliers address environmental measures in effect (e.g. carbon reduction projects), continuing the requirements of PPN06/21. However, Evergreen levels 2, 3, and 4 demand Scope 1, 2 and all relevant scope 3. This is a hugely important distinction!
You will need guidance on setting your minimum Net zero target year and it must be made publicly available. If you aim for Level 1 or 2 certification, then you must offer a date no later than 2050, but that reduces to 2045 for Evergreen NHS Levels 3, and 4.
Evergreen NHS requires validation of your net zero target and verification of emissions provided for levels 3 and 4. Be aware that this is more than just some arbitrary date: there must be science behind your statement. Only a quality carbon reduction plan per the GHG Protocol can assure you of not being at risk of greenwashing claims.

In practise, you won’t be able to just reference Business Travel as you Scope 3 emissions category/: there are 14 other scope 3 emissions which must be considered if they are deemed material (relevant).
